open Paint (Microsoft Windows Accessories)
select the second default color on the top row,
bubble gum
select the fill tool (a tilting paint can)
set the image size (image menu, attributes, or ctrlE)
to 4x6 inches
fill the entire image with bubble gum
copy and paste
to Irfanview
save as jpg, maximum quality
